Vish Kal, Blood Arbiter

Not sure exactly where Vish Kal is meant to be from, as it’s not given in his official lore. Probably some as-yet unseen plane. But I think I’m on point with the flavor here by setting him in Tarkir (chosen because his name seems to be a combination of Sanskrit and Turkish actually, and Tarkir is the closest we have yet.)
