Mutsuki himself often switches between Ore (masculine pronoun) and Watashi (feminine) in his thoughts lately, and sometimes in his speech too, like in his fight against Touka in :re, so it's confusing on purpose. But others don't call him a she, when they use pronouns (since in Jap, they're often omitted).

Yeah, I think the first person pronouns are indicative of how Mutsuki may be perceiving himself at the time, but I don’t think they’re indicative of gender. If I understand Japanese pronouns properly, I believe “ore” and “watashi” aren’t restricted by gender but are more associated with masculinity or femininity, so women can still use “ore” and men can use “watashi”. So I don’t think they’re a good way of judging whether Mutsuki sees himself as a man or woman, but more what state of mind he’s in at the time since he seems to associate masculinity and femininity with different aspects of himself.

Acceptance and Revenge

Mutsuki...what he’s going through,

 I fucking hope to God Kaneki will live long enough to find him and tell him he is accepted as he is.I empathize with this character a lot more than I let on.

People close to him constantly demanding respect and unknowingly oppressing him ,

 it’s a fucking tragedy alright.

Mutsuki has been put into all sorts of situations in which others force him into a certain role, 

be a woman, be a respectful child, be passive,accept me,let me take advantage of you.

Constantly worrying over his cover being blown because of his body and kagune.

This kid needs more love.

Having anyone at this point telling him he is loved and accepted as a man would be life saving, even if Mutsuki ends up dying, knowing that in the end he is understood would be great.

I don’t want Urie , Ken or anyone to extract revenge for Mutsuki, 

but, it will probably happen, I’m hoping Mutsuki will somehow find a way to grow back his lost limbs and kill his abuser and if CCG as a whole learns of his sex I hope he is remembered as a man.
