The Dixon boys were/are Leigh's life.
For a long long time she was thick as thieves with ol' Merle and there was nothing that she could have done to save him. She was helpless in keeping the Governor from killing him and, even if she'd been there it would have been more then likely that she would have perished alongside him.
Daryl was the final promise she'd made to the older Dixon. She promised to watch out for him and take care of him, but when the Prison fell Leigh was so overwhelmed with a sense of failure that she almost didn't make it out herself.
She loves them both is very different ways, but they both meant/mean so much to her.
