How easy or difficult is it for your character to say “I love you?” Can they say it without meaning it?

Saying ‘I love you’ is incredibly difficult for Jon to do. He can show it, but saying it is something completely different. When he was a child, he would hear it said to his siblings, proud and heartfelt, but never him. For awhile, once he learned what they meant when they’d called him BASTARD, Jon assumed love was just another one of those things that weren’t meant for him, like a seat at the dais or a room on the on the same floor. After he learned otherwise, it was already too late. The words felt foreign when he tried to say them, like he was STEALING them somehow. Even now, he can’t say them without it feeling wrong. He can’t say it to those he loves the most, so saying it to someone he doesn’t is entirely impossible.
