Even though it’s illegal to use children for begging in Pakistan, but there are always loopholes & people who look the other way out of fear of the gangs or being dragged through our moribund civil justice system. By the way, this kid was sitting on the the Mall’s median, at 9:17PM, between the country’s power utility’s HQ, WAPDA House, & the old Freemason Hall that houses the Punjab’s Chief Minister’s Office. The Punjab Assembly building is on the other side of the WAPDA House. The point is — high security area with too many prying eyes of the bureaucrats focussed on it, 24/7, AND they can’t call Child Protection & Welfare Bureau on 1121 to report forced usage of children as young as infants into beggary!
