Really no idea at this point. Dull blade does not suggest it was ever actually a blade. Very sturdy. Looks like it was designed for hand to press over the top. Ibico Superweapon

This is a strange contraption that came into our hands. It seems to be called an Ibico Seestrasse or something. Google says it has the exciting job of making comb bindings for papers. I think it is an evil German weapon meant to take the world hostage. Whatever it is, you find some weird stuff when cleaning out people's garages.
