yes he was.he lived there untill the age of 14 then he moved to the Spade palace.

I’m keeping the ‘princes married another nobles’ kind of thing (??) and Arthur are born from a noble family (like from a knight lineage or member of the court??someone close to the royals!)

His Spade-study already started by the next day he received the letter regarding his engangement to Alfred It’s been through the Diamond royals agreement ofcourse.They are very thrilled to hear this especially about both kingdom’s relationship in the future.
