I don't think they forget stuff they were programed to do when gaining sentience, it's more like being "awake" as opposed to having no real consciousness.

Not really sure how to explain their deal w Emily, they're kinda foils i suppose? Human that's apathetic and hopeless about her situation given how long she's been there and a creature that can never even leave that hopes to do so and actively tries to do something about it. Being an NPC w a protagonist complext of sorts Neon ends up looking up to Emily even if she tends to ignore them or not give much of a crap (Remember, Emily tends to not like interacting w the NPCs in general since she doesn't see them as being real)
