Romance is something that Nebra isn't very experienced with, partly because as royalty you can rarely trust if the person is in courting you for you, or your title. So her initial ideas of romance very much come from literature and teachings of what a gentleman is supposed to do for a lady.
So her displays of romance also come in as very grand and luxurious, because that's how she thinks she should display her emotions. "Only the best for you", type of gestures.
The way to catch her off guard is to make very genuine and heartfelt gestures to her though. Because she can buy anything material for herself, so she'll appreciate the things that can't be bought with money. And little by little she'll try to do the same, but these gestures tend to come out very clumsy in the beginning at least. But she also behaves like any of the 'best' that she gives you, is a given. "Of course you deserve this spa getaway with me and the daily massage and culinary luxuries, what do you mean it's too much?"
But brush her hair in the evening, or read a book with her, or make her laugh at something dumb at 2 am in your pjs and cuddle afterward, and she... doesn't really know what to say, or do, but... it doesn't mean that she wouldn't love it any less.
