Was caius ever going to smash new cocoon into the old one? What does he gain by doing that? I was under the impression he did that as bait to bring Noel to him and that would force Noel to kill him. I never understood if caius really planned to have Noel kill him the whole time. Also why did they have to launch a new cocoon? What's wrong with expanding acedemia or living on gran pulse?
It was one of his plans yes. Doing so would kill several lives at once, forcing the Door of Souls to burst out open (it’s like what Barthandelus was trying to do in XIII; sacrifice multiple lives at once). You can see it as a bait indeed, it was in his plans too to maneuver Noel into killing him without hesitation.
As for your last questions: survival reasons. First of all, it must have taken centuries for them to build Academia by their own without the help from any fal’Cie (Academia is much bigger than we think, we only got to explore the central). Naturally the people wanted to live as close to Cocoon as possible because it was their home and there are still some livable places in it (Fang and Vanille are carrying it, they couldn’t have left them alone could they). Also, living together as close as possible increases their survival rate in Gran Pulse.
They had to build a new Cocoon when Hope saw in an oracle drive that the crystal pillar will reach its limits sometime in the future. Cocoon is big; its official size is compared to that of the entirety of North America balled into a sphere (imagine that). Once it crashes it will not only cause incredibly huge quakes and tremors, but as Noel said, the crystal dust will also poison living things and the air. Rather than risking to expand to other lands that can increase their mortality rate, they might as well build another Cocoon-like place which can protect them from the dangers of Gran Pulse just like how Cocoon did.
