Patrol, raid, arrest but do not extort – ACP Garba tells officers in Warri
The Nigeria Police Force has directed its officers and men in Delta State to embark on aggressive raiding and patrols of black spots within Warri and its environs. The directive was conveyed by the Warri Area Commander, ACP Muhammad Muktar Garba, during a chat with newsmen in his office. The instruction specially handed down to Divisional Police Officers, DPO’s and Heads of Departments, HOD’s follows the recent spate of crime and insecurity across the state and the onset of yuletide. The police boss, however, warned his DPO’s and HOD’s not to use the “raiding” and “patrols” as a means of extorting members of the public. While emphasising that his Command is prepared to ensure a crime-free yuletide, ACP Garba assured that the crime wave within Warri and its environs had reduced considerably. “The crime wave is drastically down a bit, we raided black spots, there is aggressive patrol and raiding and many people have been charged to Court’’ Garba also explained that he is ready to work with civilians willing to furnish the Police with useful information on criminal elements. ”We are here to serve them, we are not masters, we are servants of the people, I am appealing to the members of the public to give useful information”. “I have sent a series of signals to DPO’s, I have also sent signals to HOD’s that raiding should continue. Patrol should continue but not to extort money from the public.” He further said Policemen have no rights to search the mobile phones and laptops of the members of the public. “I have warned my men that they do not have the right to search People’s telephones, that is people’s domain, you don’t have the right to search people’s phones or laptops’’ The Police boss urged Journalists to give his mobile phone number to members of the public to call him directly whenever there are cases of alleged harassment, intimidation, extortion and others that may arise from policemen within the Command. Buhari orders police officers to stop harassing people with laptops
Officers and men of the Nigeria Police Force have been charged against harassing young people in possession of laptops in the bid to arrest internet fraudsters. President Muhammadu Buhari gave the warning while delivering keynote address at the opening ceremony of the Conference and Retreat for Senior Police Officers on Monday in Lagos. The theme of the retreat is “Repositioning the Force for the Challenges of Effective Policing in the 21st Century.” Buhari said that the service the police force rendered was one Nigerians could not do without as it was the closest to the grassroots. The President who was represented by Vice President Yemi Osinbajo said there are police stations everywhere and the police above every other service represent law and order to the average Nigerian. “Which is why the police cannot escape public scrutiny and sometimes criticism; Nigerian people old and young want our police force to be better and to do better; they want to be even prouder of your service than ever before. “This is why in some of our urban areas we want to see more compliance with the rule of law and in dealing with Nigerians. “Recently many civil society groups have complained about the arrest of young men and women just because they look successful and are carrying laptops. “Yes we must apprehend yahoo criminals but we cannot harass young men and women on the streets and in taxis, most of whom are merely going about their legitimate businesses. “There are also cases of extra judicial killings and injuries; misuse of weapons and excessive use of force by some members of the force. “This sort of conduct by a few bad police officers must stop, and it is the duty of you senior and strategic leaders of the Police force to ensure that impunity of any kind is discouraged and punished where it is found.” Buhari said that the Nigeria Police force was one of the proudest national assets as it was the largest police force in Africa. He said that the force had some of the best trained and best-educated men and women. The president said that Nigerian policemen had served everywhere locally and internationally with outstanding results. “The Nigeria police force led police peace keeping activities in Congo, Namibia, Angola, Western Sahara, Somalia , Liberia, Sierra Leone, Bosnia Herzegovina , Croatia, Afghanistan, Kosovo, East Timor. “Locally in the past one year alone, the Nigeria police has between January and this month arrested over 2,348 Armed Robbery suspects – 1,412 Suspected kidnappers 694 Murder Suspects, 1,513 Cultists safely rescued 826 Kidnap victims, recovered 1,660 firearms and 1612 vehicles. “In the course of duty so many have paid the supreme price; while fighting off robbers, kidnappers and other criminals many have been maimed for life.” He said that special trainings were being organised for the special units of the police including the Police Mobile Force, Special Forces, Counter-Terrorism Unit, Anti-Robbery detachments, Anti-Kidnapping Squads and the Criminal Investigation. The president said that resources had been put into acquiring and deploying electro-muscular disruption technology-based weaponry which is commonly-known as Taser or Stun Guns for low-risk police operations. According to him, the federal government has facilitated the passage of the Police Trust Fund (Establishment) Act, which has since assented. “I understand that the Minister of Police Affairs is now working closely with the Inspector-General of Police to ensure the smooth take off of the Fund. “Furthermore, our effort in embracing community policing as a national security strategy is also informed by the need to close the trust gap between the police and the citizens, build partnership and strengthen collaboration with communities towards addressing prevalent security threats. “We have made steady progress in this regard. An important part of the strategy is to recruit new personnel from within local governments and ensure that after training such new police officers remain within their local government. Policing must as much as possible be local. “It is also within this context that the federal government approved the recruitment of 10,000 junior cadre officers into the Nigeria Police on an annual basis. “Beyond this, we shall continue to support the leadership of the Nigeria Police in their personnel capacity development programmes at the various Police Training facilities. “All these internal security initiatives will of course remain ineffectual if the personnel at the strategic level of policing in Nigeria lack the optimal professional capacity to drive the strategies,” he said. Earlier in his welcome address, the Inspector General of Police (IG-P), Mohammed Adamu, said that constant engagement of strategic managers and consistent training and retraining of personnel was crucial for effective policing. Nigerian army dismisses three soldiers
The Nigerian Army on Sunday said it has dismissed three soldiers arrested among a kidnapping gang in the outskirts of Maiduguri. Olusegun Adeniyi, the Theater Commander, Operation Lafiya Dole, disclosed this while handing over the dismissed soldiers to the police in Maiduguri. Adeniyi, a major general, disclosed that the soldiers were arrested with 22 other suspects by a joint patrol team in the early hours of Sunday at a building in the outskirts of Maiduguri. He said that the soldiers were initially deployed to the Operation Lafiya Dole, but engaged in nefarious activities such as kidnapping, armed robbery, killings and cultism. Adeniyi added that the erring soldiers were dismissed in accordance with the military procedures, warning that the army would not condone criminals in its fold. “The three soldiers were caught among the evil group, there was further resistance and attempt to escape, so we tied them up with ropes because handcuffs were not available. “In addition; we could not put violent men that do this kind of crimes into a police van to take to the station, there will be breakout on the road and we know what would happen. “We have to restrain them thoroughly with ropes before we take them and handover to the police. “The Acting GOC, 7 Division, Brig.-Gen. AK Ibrahim, has conducted military procedures. We do not keep armed robbers, kidnappers and cultists in the army, they had been dismissed. “We gathered here to witness their handover to the Nigeria Police Force (NPF) for civic action, they are dismissed, and they are no longer soldiers of the Nigerian Army. “Our code of conduct is strict and high, no evil soldier will be allowed to serve in the army,” Adeniyi said. The commander called on the people to be vigilant and report suspicious persons, movement and activities to security agencies. Meanwhile, the Borno Commissioner of Police, Mohammed Aliyu, said the command had arrested 25 suspects at Bagani Hotel in Abuja Sheraton Area of the metropolis. Aliyu said the suspects belong to a cult group called Neo Black Movement (NBM), adding that they were arrested wearing black dresses at about 2:00 a.m. while conducting their initation activities. He disclosed that preliminary investigations indicated that most of the suspects were students of the University of Maiduguri (UNIMAID), Ramat Polytechnic, Maiduguri, a medical doctor, a banker and three dismissed soldiers. Aliyu added that one of the suspects fired a shot in the air and ran when the patrol team stormed the hideout. He said the suspects had been terrorising residents of Maiduguri and its environ and were involved in robbing filling stations. The commissioner revealed that the command had recovered calabashes, a 25-litre keg containing a reasonable quantity of red substance suspected to be human blood and charms. Other items recovered include 20 school identification cards, four ATM cards, phones, six SIM packs, one live 7.62mm ammunition and some gun powder, among others. Read the full article
