Before Sasuke wants to reform the existing political structures in the 5 great nations, he needs to think about so many things!!!
obviously they don't have history or poly sci classes in the Academy, so where does the T&I department get their background in psychology? Are there any forms of higher education?
how is there not a working foster care system? or even assigned people who check up on kids? Who let Sasuke and Naruto live alone!?
What kind of religious/spiritual places and educational systems are there?
How much power does the daimyo have over the kages? how do civilians in the ninja villages make any income?
how does income work!? how does the hospital acquire basic needs? like new beds and what kind of materials do they use anyway?
how does the technoogical advancement work? are there big cities with technology in canon??
how does he plan to uproot an existing political system in favor of fascism? his means of creating a new system just will turn him into a terrible leader. and he has no basis for his plans!!!

What political system does he plan on enforcing?? Who will act in his stead?? He can't take over all those countries without annexing them as a part of Konoha in a dictatorship. Has he ever listened to music?? Can he do math? Does he understand different political and economic systems??
