The Consultation Report
We have a juvenile... let's call it juvenile correctional facility locally that is quite important for the state where I live. They operate in extreme secrecy and every rumor that escapes the facility is worse than the last.
TIL that there's a consulting firm that worked with this facility last year! And the report is redacted, but available publicly! Incredible. Let's have an adventure.
First: staffing levels are incredibly low. Knew that. The facility has had to use non-security positions to fill security roles, such as counselors and therapists. ha ha what. Constantly mandated overtime. They project that their facility population will increase to historic highs despite historic lows in juvenile crime. Taking a closer look at that -- oh it's because the current administration has increased the estimate of the length of stay for every single juvenile offense. Why? Because it's taken a long time for all juveniles to complete programs while in custody. They did this without an analysis of why it's taking so long. A brief look at why it's taking so long gives us an answer:
"There is an abundant lack of meaningful engagement for the youth... while limits to programming are not uncommon across institutions when staffing is an issue" --
Hold the FUCK on.
There is a lack of programming because there isn't enough staff. The lack of programming means kids are taking longer to complete the required programs. The extra time has led to extended lengths of sentence. The extended lengths of sentence have led to increased population... exacerbating the staff problem.
Surely this is the root of the problem here. Oh here's a recommendation about intake:
Develop a separate intake unit.
What do you mean they don't have a separate intake unit. They just throw new kids in with everyone else? Hang on, it's already gone on to counselors.
Counselors do not receive information from disciplinary procedures. When counselors discover disciplinary proceedings against youth, they often have to request information about that proceeding from the youth themselves.

Oh god we're already at safety and security. Staff is very concerned about safety and security. They feel youth haven't had enough consequences for their actions (obligatory eyeroll).
Recommendation -- wait a minute. Recommendation: Develop a sanctions and reward matrix.
There... isn't one?

There is no standardized punishment or any positive behavior reinforcement?
What. the FUCk. are you talkING ABOUT. This is not some kind of. optional. Every single detention center I've ever been in has something like this. the kids are always explaining it to me. "If I get three more points I'll be on Tier 2 and I can make more phone calls to my mom" like what the FUCKKKKkkkKKKK is this
Oh my god we're at medical.
Medical care is frequently provided on the unit, due to not enough staff in the Infirmary. Impossible to maintain medical privacy in those circumstances. Youth housed in the Infirmary because of behavioral issues. Jesus take the wheel, let's skip to the recommendation section.
Recommendation: Consider developing an electronic medical records management system.

Godgodgodgodgodgodgod let's look at the grievance procedure.
The only way to file an emergency grievance is to do it through a staff member (no way to do it anonymously). No grievance tracking procedure. Grievance data reported says that most grievances are unfounded. Resident grievance log (what is this if it doesn't track grievances???) says that 92% of grievances were resolved. 92% of founded grievances? Unclear. Most grievances related to programming, food quality, clothes, hygiene products, education, mental health, and prison rape elimination act reporting requirements. Uh. Interesting definition of "most."
Staff mad about false allegations of abuse. o k ay
Staff not following the overall program, which should be a relationship and engagement-based way of targeting criminogenic needs. ha h aha The efficacy of this model is "in question."
Recommendation: Determine a secure location where a resident can be taken following an incident to allow time to de-escalate and for staff to reestablish order in the housing unit.

In the final recommendations:
Determine a facility structure and honor it for at least one year.

Ensure all staff are trained and current with prerequisites to work with the resident population.
