I can't say that the idea has never crossed her mind but, it’d be a lot of work and probably sacrificing on her part to do so. If she did, that would mean she'd either have to live there or do a lot of traveling between worlds to deliver inventory. She probably supplies Kisuke and co. with the occasional stock of fireworks and accessories anyway but, only because that's a lot less effort than running a store all her own.
As it stands currently, I've settled on the idea that Kukaku, Ganju, and whoever else remains of the Shiba clan have been largely barred from using Senkaimon (private or public) as a resulting punishment for Isshin's elopement there. Keeping that in mind, traveling and delivering inventory would involve finding a work around becomes a much more tedious task.
