He’s not terribly impressed. To be fair, an entire city full of people must take the kind of processing power that’d make the Protectorate Council... well, they’d do anything for that kind of tech. Even with the advances the DeCom command heads were making back on Harlan’s World, this was beyond them. 

The Martians probably could’ve pulled something like this, if they’d ever bothered to try. But there;s still no indication that they bothered to. Whoever’s pulling the strings here, they’re way outside anything the Protectorate can pull off. 

Kovacs could only imagine the kind of payoff they’d give him, if he could just find even a hint of the technology running this place.

Too bad he didn’t care.

“All right, I’ll play your game. But I don’t think you guys know what kind of person you’re messing with.”

Time to soak in the local colors. If this place was outside the Protectorate, then he was out of their reach. Theirs, and that of the Envoy Corps. Tbeir laws couldn’t touch him here.

If he wanted to, he could be running this whole place in a year. But first, he might as well see if it was worth the effort.
