Alright, I think it's time to bring a heavily debated topic in the community to the table. Personally, I think OCs could spice IoW, if done correctly. Unfortunately, it also has as many cons as it does pros. It's a very, very tricky subject.. but I'm willing to give the idea a try.
IoW will begin to experiment with this idea. Three summoners, three original champions. If all goes well and causes no trouble, I'll definitely be opening up more slots in the future.
Note: I've already received a few OC applications that I haven't had the time to go over yet. I'd just like to say that this entire post is not directed towards anyone in particular, just a general message. Also, I apologize ahead of time for errors in writing 'cause hot damn, my computer is lagging like hell.
Anyway, please read below! All of it, even if it becomes a bit tedious. It's very important.
Regarding universes: Please make sure your character is from Runeterra, even if they're from a secluded/mysterious part where not very much is known about the area. I really don't want to complicate the roleplay and start adding all sorts of stuff that just simply doesn't belong. Also, places that don't exist in canon world will not be allowed. Your character is allowed to be mysterious or a nomad as long as you give slight clues to their background story and where they really do come from.
NO STOLEN ART. None. Nope. Stop.
Regarding relationships: No relationships to other characters, period. No romantic relationships, friendships, enemy ties, etc with any of the current canon LoL characters. Your character will start out knowing nobody, but we will be allowing people to discuss their idea with the mun/player behind the character they wish to associate with. Also, no siblings. Sorry.
Also, on that note, please don't harass others into going along with your idea. It's not very nice, obnoxious and gives IoW a bad image. Remember to be respectful at all times and if a player declines your idea, it's alright! You can still build a relationship up with that character starting from strangers.
If you are being harassed or pushed towards a plot you don't want to do, send the main IoW account a message and we'll take care of it as soon as possible.
Regarding city-state fashion and mannerisms: This is definitely more important you think! The city-state in which your champion hails from will, surprisingly, have a huge effect on their personality, goals, attitude and what they choose to wear.
When choosing the city-state for your character, keep in mind the following: what the champions wear, the attitude that is generally carried by these champions, the common armor and accessories worn by these champions, the beliefs and religion of the champions, the common hair and eye color, where the city-state is more dominated by creatures or humans, etc.
A good place to start with this is the League of Legends wiki! And just for easy reference, I'll link to some of the most popular city-states' pages.

Have a goal for your character, and a reason for why they joined the League. Think of the old lore judgments that used to get released! I'm not expecting a 6 page essay on your character's past but hey who knows? Maybe a paragraph or two would help shed more light on who they are and help you out more.
Also, I'm willing to help you with your character! And please don't be offended, but there is a huge chance that I'll be asking questions and analyzing your character, as well as making suggestions. And...
You might be asked to change parts of your character's story. I want the OCs to remain as close to the original story as possible. I don't aim to change your character completely, though.
Don't be upset if your character isn't approved. Any hostile reactions and lashing out will probably be introduced to the ignore button. Any applications that blatantly ignore this entire post have very low chance of getting in.
I hope I covered the majority of it... if any of the current members of IoW have something to add, message me! I'll be sure to add it to this list of things. Your opinion is important, too.
Below the cut, you'll find a Mary Sue test taken from this site. I ask that you give it a minute or two i speed reading and go over it, and draw conclusions as to whether your character fits the Mary Sue profile or not! Please note that these kind of characters are heavily looked down upon and if you find your character matching a handful of these, it's best to reevaluate. Though, not everything listed below will apply to this roleplay. Ask me if you become unsure and we'll talk it out!
Is your character's name a variation, pun, or synonym of a canon character's name?

Is your character just as good or even better at the jobs and/or skills of one or more canon characters? (EG, better hacker or smarter than the nerd character, better fighter than the tough character.)

Alternatively, did you deliberately choose your character's skill/power/doodad to complement or contrast with that or those of a canon character? (EG, aFantastic Four fan character with ice powers to contrast Johnny Storm's fire powers.)

Does your character alter the behavior or habits of any canon character, or otherwise get any canon character to do something they'd normally be adverse, reluctant, or even opposed to doing?
And the canon character isn't angry or at the very least annoyed with your character's antics?
Was the behavior or habit in question one of the fundamental, defining traits of the canon character?
Does your character accomplish something previously considered impossible in canon?
Have others already tried and failed in canon to accomplish this?
Does your character accomplish this feat with little effort?
Does your character tell off, beat up, humiliate, outdo, or kill a character to whom you would personally like to do the same?
At any point, does your character take over the job/position of a canon character? (Ignore this question and the subquestions if this is because of a rights issue with the character, or because an actor left the series/franchise.)

Part 4 - RPG Characters
Only answer these questions if you are testing an RPG character.
Do you or have other players told you that you constantly try to bring the story's spotlight onto your character, or have your character do most of the heroic/cool stuff?
If your character is in a tight spot, do you give xir a new gadget or ability so xe can escape?
If your character is an OC in a fandom RPG, do you refuse to interact with or avoid interacting with other OCs in favor of the canon characters?
