I saw two people dressed up as ONI operatives committing violations of people basic human rights.

As a loyal citizen I know noone in the UNSC would do such a thing so I request to know the proper channels to report these deliquints dressing up as ONI operatives. I even had the chance to take hi-res video and audio recordings of the violations as they were made. With clear line of sight to their faces.
