The new event domain entrance is right on the beach so off to the right we see this fucker still being creepy. And like, if you talk to the kids, they don't trust or like him at all and he followed them all that way. They were going to play with Dr. Edith at Windrise and this dude popped up and stalked them all the way to the beach. Like sure, he probably doesn't have nefarious intentions since he's with the KoF, but the kids aren't vibing with him and the fact that he's watching from behind a rock makes it worse.
So, I took a pic from his perspective to make how creepy it is, more obvious.
