A big serpent with an oily hide came to rest into the sea, poisoning the water. Equally oily creatures sprang up from the ocean and built their own little society around the dragon.
Granted other parts of the ocean aren’t so polluted since the dragon doesn’t care for expansion and control. So there’s that going for them.
