     so I was rereading the hunger games and i think i've figured out how many victors there are per district. based on the reading, we find out from katniss that of 75 victors, 59 are still alive. 12 has 3 victors and the career districts have bigger pools than the other districts. so based on guesses from what i've read & researched, here's my guess:

D1 - 7, D2 - 9, D3 - 3, D4 - 6, D5 - 3, D6 - 3,  D7 - 4, D8 - 3, D9 - 3, D10 - 4, D11 - 3, D12 - 3

     katniss mentions that each victor manages to scrounge up one boy and girl for the quell and since there's only 59, most would have 3. i put one extra in 7 and 10 because 7 deals with lumber/axes and 10 deals with farming and livestock which usually mean stockier/heftier builds.

     so yeah, he's my guess.
