if an Outpost Siege is destroyed during an upkeep, can the exiled card be played later in the turn?

Yes.

The ability to play the card is granted by the resolution of Outpost Siege’s triggered ability, not by the fact that you control Outpost Siege. Even if Outpost Siege is destroyed before its trigger resolves, the trigger will proceed as normal for that turn.

If I have 2 Outpost Siege with Khans chosen on the battlefield, do I get 2 exile 2 cards on my up keep?

Yes.

Each Outpost Siege will trigger separately on your upkeep.
