It's not that I don't believe Coin sent the parachute bombs to make the Capitol look bad on purpose. They were rebel bombs. However, I resent Katniss's line of thinking that they must be rebel bombs because they followed a pattern Gale and Beetee talked about. As if the Capitol couldn't possibly have the same idea.

Is this really that different from what she saw happen in District 8 with the hospital? It's just faster, but the concept is the same. She's already seen the Capitol do this.
