Bell & Kaine
Unlike most of the residents of Paxem, these two are actually natives of the island the artificial region was built off of, and as part of their tradition, they were both shown the sleeping Shubliette as children. While Bell saw the Pokemon warden as a guardian that was protecting the world they loved, Kaine saw her as a horrible reminder that there's always a bigger force out there that you're not prepared for, and he’s been paranoid about safety and order ever since.
It's no surprise that the lively and energetic Bell grew up to become the wandering champion of their island home, while Kaine became the strict and overbearing head of Team Giga, Paxem’s security and logistics group.
