Genuinely I think the best way to answer is by saying yes they absolutely hold grudges, and they’re also a often too utilitarian to justify letting that lead to many actual acts of revenge. Second chances are often reserved for after they’ve felt a certain eye for an eye metric has been met that only exists in their brain based on how slighted they feel though unfortunately. And until that metric has been met, that grudge is going to sit and fester like a hot coal on carpet until it’s dealt with.
If you slight them, there’s a cost benefit analysis actively running in their brain on how beneficial it is to play Nicies. Letting whatever bad may come of it be can be attributed to act of plausible deniability on their end or withholding genuine resources and providing less valuable information if you are looking to get something from them. Sometimes the best way to get revenge is by letting nature take its course after all. If they think it necessary to take a more active role, then this can look like some unfortunate information falling into the wrong hands and uh oh some thieves are made aware of some valuables you keep in your home including what your typical schedule is like that’d keep you away during this time of day, or uh oh that devil working you is a little bit better at finding you on your route and knows more about your interests than you remember. Alas, it’s good to keep their options open and threads in their network available so while they’re not going to be heartbroken should misery befall whoever they’re holding a grudge against, they can also be very good at holding resentment back for the sake of personal benefit.
If the cost is low enough or the slight against them great enough they can justify burning that bridge, Fox is absolutely not beyond tailing someone and knifing them in a back alley and then robbing the corpse down to its skivvies though. You can take the knife and candle game from the player but you can never take the player out of the game.
