HMMM this is a really interesting one. I haven't put a lot of thought into Pepper + shipping tbh.

I'll be first to admit Pepper/Tony is one of the only canon ships I will defend with my life and almost refuse to believe they are capable of liking other people, but also firmly believe that Pepper could do so much better than Tony.

Otherwise for Pepper.... hmmmMMMMmmmmm

Once upon a time I had an idea of writing Steve and Tony gay-chickening/sarcasming themselves into a threesome (with Pepper going 'oh my god he's coMING HERE????!!!??') and in that context Steve and Pepper totally hit it off. But I can't ship them long-term.

I do really like the Pepper/Tony/Rhodey triangle and I think that's something stable.

Otherwise, for Pepper, I ship her with not-men. But more like Maria Hill. An argument could be made for Natasha/Pepper.
