Okay I thought about this for a little bit and I thought it was super cute- so Spidershield, but where Peter is one of the dancers in those Captain America videos. Peter being there alone is incredibly controversial, but he's so good at what he does. Maybe he did it to meet Cap? He kind of really admires the guy and fuck is he taller and more muscular in person. Maybe Steve notices Peter after awhile and thinks he's really cute, but he's in denial about it.

I can definitely see Peter being in the dance troop as a bit controversial. Because, dude. But it doesn’t really become that big of an issue because he’s got the legs and the brown curls and the sweet can-do-no-wong smile, and the girls all threatened to walk unless he got a spot, so the bosses relented.
Peter’s eye catching for more than just the fact that he’s a guy in an all women’s dance troop, and Steve definitely noticed. At first, it was like, oh, this is the guy that got all the girls fussed and then nothing more because, hey, if the girls think he is good enough to stick up for, then he’s there coz he’s good. Then, it became just a process of actually knowing the guy and finding out that he is not just the cutest, but he is also smart, and funny, and hell, he’s got this way of looking at Steve like he hung the stars in the night sky. But it’s dangerous times for men like him, and while he’s beginning to feel something more than fond adoration for Peter, he can’t risk confessing because he doesn’t know who is listening or watching them at all times.
And Peter’s definitely had a crush on Steve for a bit now. It doesn’t go unnoticed by the other girls, and they take it upon themselves to make sure that they are always roomed together. Peter’s always really blush-y about it, going like “I’m so sorry Steve! I’ll get someone to switch rooms if you’d like” and Steve would be all, “It’s fine, I don’t mind” and coz Steve’s such a sweetheart about it, it doesn’t help his heart when it quickly grows from crush to love, so when they kiss for the first time on the day Steve leaves for London with the Commandos, he tells him to be safe, just before Steve kisses him back and tells him, you too, because he can’t make that promise and he won’t.
Instead of Peggy’s photo in his compass, it’s Peter’s, and when he goes into the water, he’s looking at his sweet smile and wished he’d asked him for a dance before leaving him.
(If, when he wakes decades later, and sees another boy named Peter who smiles just the same, and curls his name the same way too, well. That’s another story all together)
