If I recall (and I may be misremembering) phantom Avatar State Korra was a representation of her doubts and fears. She was able deal with some of it by ridding herself of the poison, but she still wasn't mentally in the best place. Zaheer helped her find a way of coping that worked for her, which allowed her reconcile her feelings about what happened.
You are recalling correctly! I just wish they had somehow officially brought closure to the image itself. Like Korra sees her one last time but she fades away or something? Idk, I know nothing about animation, I just was expecting to see Phantom Korra one last time after The Battle of Zaofu cause honestly, I loved that image/arc
