Headcanon:

Penelope had only been hunting a year, before she was approached by a balding man in a suit. Apparently her powers had not gone unnoticed.

He called himself Agent Coulson, of the military operation S.H.I.E.L.D. She quiestioned him, but he assured her that they could help her hone those powers, and use her talents.

He alone convinced her to join. Phil became like a father to her, as an orphan, she hadn't had one. He taught her to shoot better, all her fighting skills, and even instilled a love of the country and his hero, Captain America.

Even when she left S.H.I.E.L.D, her and Phil sent letters, celebrated birthdays and Christmas, and he gushed to her over the phone about how he was going to meet the Captain.

His last message was her begging to return, that they needed her, a threat was looming over them, an alien. She didn't call him back.

She will regret it til the day she dies.
