Why Hymenaios can't take back his wife
So Hymenaios is a God now. Gods do what they want most of the time, so who'd care if Hymenaios takes back his wife even though she remarried?
Well, there's Hymenaios' morals. It'd go against his morals of marriage (bonds of Hymenaios) since she has already remarried. She also can't divorce (and her husband wouldn't divorce her because of her status and political advantage).
Okay, well what if he disguises himself as mortal and has an affair with her anyway? Well aside from this also going against his morals (Phlogyria probably begs or persuades him) it'd put Phlogyria in danger. Since in Athens, unfaithful wives can be killed by their husbands and not be charged (and then Hymenaios would kill her second husband for sure)
If he had an affair publicly as a God? Knowing myths, it'd still lead to disaster. such as the second husband getting possessive and doing something: kidnapping (YAY TRAUMA RESPARK) or killing her still
There's also @mysticlael's idea that the Zeus & Semele situation would bring fear into Hymenaios (and he's known to unwillingly light the death torches of grooms on their wedding say. So fear that he'd cause his wife's death)

Don't expect the nicer ramble posts I've done recently with the Erotes, that's a rare thing and I normally am more disorganized lolol
Anyway, I wanna ramble about Hymenaios' wife because I love her and want her to have character substance...
I don't know a lot of Athens other than simple things. So let's see what I can make up lmao
You know
Hymen died on his wedding night.
Imagine that. You're an Athenian Noble, you're getting to marry the child of some gods, who saved you (and possibly your friends), and then he just
Dies
On your wedding night. The happiest day of your lives.
Did she even know he became a god? Or did she go into the Underworld, expecting to see him, and her search turned up empty?
Did she hope that he'd return for her (if she knew he was a god)? Did she notice that people started yelling his name at weddings? How much did that hurt her? If she remarried, then people might have shouted his name at her wedding. At her kids' weddings.
And why didn't Hymenaeus go back for her? If he loved her so much? Did she wonder if it was all fake? Because gods can marry mortals, and he just... never returned. Let her be remarried.
Would she have left with him?

This is the fun thing about characters like her (for me) is that I can say: “yes” to all of this XD
I normally don’t commit to one story when messing around with myths (like I still mess with the timelines of Dardanus and Iasion being twins or not or having separate fathers or different parents entirely)
The most consistent I’ve done is Chryse (Dardanus wife) because she ends up dying in myth and yet Dardanus remarried (though I argue it was at least a good chunk because he wanted the position) and how that’d affect his second marriage. (Ough I need to make that Dardanus post)
ANYWAY BACK ON TOPIC HA
Isn’t there someone in myth that goes down to the Underworld looking for someone and they end up search for eternity or something like that? That’s what I thought of to your first point

Hymenaios: “Do I know Dehemia?”
Dehemia: “I will always be Phlogyria to you. Always.”
Hymenaios: “Yes, but I wish to know Dehemia as well.”
If Hymenaios and Phlogyria were to have children (as Gods)
They would be God of wedding dances and God of wedding gifts (as in actual gifts as well as the dowry)
However I’d settle for them both being Gods of wedding dances (whether they’re twins or not) because Hymenaios is related to wedding hymns specifically and Phlogyria’s specialty in dance
