If their social and fun bars are both full, and you have high autonomy, it can happen. Drag their motives down and see if it persists.

This has happened to me before, too, but it was awhile ago and I don’t quite remember how I fixed it. Does either of them have their Romance options disabled in Story Progression?
Nope, because it's my active household I don't have that turned off. Solution found, though!

I had that in The Sims Medieval. I had to just do physical interactions, not ones that required speaking etc… Hopefully this helps.
