If Corpsejack Menace would ETB with +1/+1 counters on it, is it affected by the replacement effect it would create if it were on the battlefield?

No.

In order for a replacement effect to apply to an event, it has to exist before that effect would happen. Corpsejack Menace can’t be on the battlefield before it would enter the battlefield and so its own ability can’t possibly apply to itself.

Conspiracy question: You draft Canal Dredger in pack 1, then in pack 2 you use an Agent of Acquisitions. Everyone passes you the last card from each booster pack. Do you pass those cards to your right, since you can't draft them?

Correct.

My opponent has a 4-toughness creature that takes 1 damage during his turn. I have Waste Not. He has 8 cards in hand, so he discards a land during his cleanup step. Waste Not triggers, giving me enough mana to cast Bile Blight. Does the creature die?

No. We're in the cleanup step when he discards, so the damage has already been removed from the creature.

You choose when the spell begins resolving, after you reveal the cards.

No.

It's shorthand that means exactly that.
