Headcanon: Game Devil can't get out of hell except limited means like being summoned of possesing a body.

And this is just Dice offering himself as a host so that the boss can walk around the mortal realm and have fun. Though Dice himself keeps an eye open to what the Devil may do because he doesn't want to end up humilliated.
