Yes it is canon. It is stated in Horikoshi’s notes on his volumes that the My Hero Academia: Illegals takes place in the same universe. But the thing is, it’s more of their world building and the stories of pro-heroes.
It takes place 5 years before canon since we already saw All Might’s skeletal state.
There’s also mentions of the Trigger drug in the My Hero Academia where Fatgum said he is part of the operation of the drug bust long before. So overall, it’s all connected.
Also, since we are talking about the same universe, same rules applies.
