With Power Conduit's ability, can I remove a +1/+1 counter from a creature of mine, then put a Wish counter on Ring of Three wishes, or does it go on as a Charge counter? In that case, can I still activate the rings ability using charge counters instead of wish counters?
Power Conduit only makes two kinds of counters: +1/+1 counters and charge counters. It can’t make other kinds of counters and artifacts that don’t mention them can’t make use of charge counters. Charge counters can’t be substituted for other kinds of counters.
TL;DR: No extra wishes for you. If you want extra wishes, use something that proliferates, like Contagion Clasp.
