I think Orochimaru could be a good Hokage.
His only problem is experimenting on people. Although is it such a problem,Tobirama also worked on them? Well, never mind.
Orochimaru is a smart person and a good manipulator. He is strong and in the village he was considered a great shinobi. But he,for example, does not go to such extremes as Tobirama
- it was Orochimaru who said that Tobirama cornered the Uchiha by creating the Konoha police and relocating them to the outskirts. In general, he understood everything correctly. I think Orochimaru would treat all the clans equally. He has no reason to engage in discrimination or praise. He sees life as an experiment, so to him people are just people. Yes, and this shows that he is at least not bad in politics. This is important for the head of the village.
Orochimaru can be quite patient and calm. In the role of Hokage, he would be the same as he became after the resurrection. Again, because of his attitude to life, he sees everything as a new experience or something.
Hiruzen had originally bet on him, too. Orochi is his disciple, and perhaps Hiruzen could somehow influence him. With the intelligent leadership of Orochi and the ideology of Hiruzen (aka the ideology of Ashura), something might work out. Hiruzen's ideology was useless, because he was a rag,and Danzo did the work for him. Orochimaru wouldn't be like Danzo, but he wouldn't be like Hiruzen either. To some extent, the golden mean.
Orochi didn't care about the war,he was just on Sasuke's side because he was interested. If he is interested in Konoha, then everything would be fine...not bad. I think Hiruzen could help him not go to extremes.Konoha is a great place to " experiment "(not in the literal sense), so he would give himself up to work. Think, he might be interested.
He doesn't have any special connections or family, like Minato, for example. That means he won't have a problem with it.
And to do this, you just need to have psychotherapists in Konoha. And then it will be something like " Hmmm, people are so fragile....hmm, immortality...HMMMMMM *licking lips*".
Orochi decided to become a bystander, rather than someone who changes the course of events, because of the "new path"he saw in Sasuke. That is, you can say that it was worth just showing him the way,and he will choose it himself. He was clearly not given a chance. At first, Hiruzen pinned his ambitions on him, then doubted, then he was not chosen by the Hokage (something like " you have some kind of snake look, I don't like you "?),rumors about experiments and exposure. And it was too late - the problem must be solved as soon as it arrives.
