Hi. I cut out the part that I want to animate in PS, then I import it in After Effects and animate it with the Puppet Tool [or you can simply change and keyframe its Position in Photoshop; animations made in PS look kinda choppy though].

If my memory serves me right, I believe I used a Photoshop pattern with lowered opacity.
