Pigeons and doves are part of the family of birds called "Columbidae", and are some of the only birds that can swallow water while their heads are down.

Almost all other types of birds need to raise their head to swallow after filling their beak with water.

Example - Mourning Dove vs California Quail:

(source) Notice how the dove is able to drink and swallow several gulps without lifting its head (then it vanishes lol funny looping video).

(source) Meanwhile, these quails must lift to consume.
