hey this is a genuine question. is leo/guanghong considered under the first rule?

To be honest, I’d say that it does—especially considering that Leo is 19 and Guang-Hong is only 17. That’s definitely a bit iffy. In canon, they’ve only really shown to be speaking to each other for a few seconds, minutes at most. They definitely make me slightly uncomfortable, and I won’t be posting them on the blog.
