We have a secessionist movement in Western Australia, have had since founding basically. The only way it would begin to happen is if a national referendum supported it. I know very little about american politics/laws. How would it happen in the US, if it ever did? If, for example, Hawaii declared itself separate? It would obviously take a bit more than a petition. At least I hope it would.
No state would do it without the support of other states around it because otherwise they'd fail spectacularly, and if they did it would start a war like it did before.
I doubt it will ever happen. The only real "secessionist movement" we have here is in Texas, and even there it's laughably small.

8 of cups~leaving behind the familiar and safe in order to follow your desires and dreams. It's scary, but it must be done to get the things you want.
4 of staves~foundation of a new project or creative venture.
Again with the feet. Most people don't think of looking at one's feet, but in truth they're the telltale signs of pretty much everything.
