The decision about the characters' clothing was because most of them are part of the Royal Guard (Like Mettaton and Papyrus) or are Royal Scientists (like Sans, Gaster and Alphys), and also because that's how Asgore ordered that they should dress (I'll change Alphys' design), It shows a certain kind of status (you can see there's a lot of blue, purple and gold in their clothing) to be dressed in clothes like that, so for example the others in the underground see Sans and immediately knows that he has a position as a worker for the king. Idk if I explained myself well...
Also I'd like to explain a bit Asgore's character!! So, Asgore was always a bit like that, but after the war he was so angry and named himself the king. At first it was very nice! He was able to put order in the underground and make it work in a stable way with Gaster and Alphys's help (Toriel and Asgore were already married before the war), they built the core, and everything worked fine.
The thing is, Asgore was still really, really mad. He wanted to free the monsters so he could get his revenge (what could end in another war) and impose his authority on the humans too. He forced several monsters to join the Royal Guard, training them to have no mercy when on the battlefield, whether against humans or monsters. Some time later, Asriel was born, a few years passed and the first human fell. Of course Asgore killed the human, and sent the soul to the laboratory so that Gaster and Alphys could find a way to break the barrier. This is where Toriel leaves the castle, seeing the person Asgore is, fearing for his son's future, she took Asriel with her, to the Ruins.
At this point Asgore didn't even care how many people he could hurt, he wouldn't sit back and do nothing, he would find a way to break the barrier at all costs, and he would kill monsters if necessary. Everyone FEARED the king.
