Steve Rogers has never followed the law. Like ever. He falsified his application to join the army several times (which is illegal), went on an unauthorized mission when he heard his best friend's unit was captured and the only reason he trusted shield when he first arrived to the future is because of the goodwill he'd built with the army back in his time and knowing Peggy founded it.
But the second he suspected anything (during the first avangers movie), he went out to hunt for evidence to find out if they were trustworthy or not (they weren't). Soon enough he toppled shield because they were hydra, refused to sign the accords because again, it went against his moral code, protected Bucky from the government because they sent out a kill order on him and finally broke his friends out of prison at the end of civil war.
Oh and told General Ross to fuck off when he came back to help save the world from Thanos. And y'all were surprised when he didn't agree with Tony? Like Steve Rogers has never ever listened to authority figures he didn't agree with, ever. That's basically one of his core character traits. Call it a flaw or not, but he's very consistant in his defiance against rules he doesn't agree with.
