Kildeau is a city with a roiling rebel underbelly, which is what its Grand Highbloods are primarily interested in dealing with.

Unlike many places in Alternia, lowbloods are welcome in the church, encouraged to turn on each other for protection from the Subjugglators and Laughsassins that hunt them in the streets.

Though tasks are not outright divided between the two Highbloods, one can mainly expect to see Presence leading the slaughter and Rhetoric planting the seeds of social control within the city. One all talk and the other all action, they balance out into one terrifying iron fist.
