Really all you need are three things: 1) a url, 2) a bio for your muse, and 3) a set of rules.
Your url can be anything you want, but for an rp blog, it’s usually something to do with your muse. Their name, a well-known quote from them or about them, a description of them, something they like, something they’re associated with, things like that.
Your muse’s bio is something you write up that explains who your character is. If your muse is canon and you aren’t changing anything, you can probably just say that and get away with it. But if you are writing an OC or a canon muse that is divergent from that canon, then you will need to explain more about them so that people who potentially want to write with you will have an understanding of your muse before your start to thread with them.
Your rules are basically what you will and will not tolerate, what your boundaries are, things like that. So, for example, are you willing to write with OCs? Do you have any triggers you don’t want to write about? Do you only want to write with mutuals (people you are following who are also following you back)? Do you insist upon anything like the use of icons or text formatting? Do you only want to write with certain fandoms? These are the sorts of things people will (hopefully) check out before they interact with you so that they have an idea of how you run your blog and if you would be a good writing match for them.
You can worry about aesthetics, themes, fonts, formatting, icons, gifs, and all that jazz if you want later, but it’s really not necessary. The core of any rp blog is the writing and your enthusiasm about your muse, so that’s what you need first and foremost.
I hope this helped, and if you have any other questions, feel free to ask! =)
