She goes on at length about what a good person he is and at the end of it, as soon as she realizes he’s staring at her, she blushes, looks away, and changes the subject.
And since Majima doesn’t give a shit at this point and just yells at everyone he meets that he wants to protect Makoto, I can easily see him publicly proclaiming his love for her much to her embarassment, just as easily as I can see her doing the same.
Basically, they’re just two awkward people who like each other a lot, I think we can at least agree on that!
