So far, we have learned that Rum did assassination missions 17 years ago, that he did field operations 2 years ago and that he does infiltration operations in the current time. All of these seems like pretty distracting/busy activities for a research director to fit into their schedule.
It seems like Rum and Gin might not be on the best terms (File 1065), so perhaps Rum might be rather looking into Kudo Shinichi with the intent to ruin/hurt Gin's position, since it would be considered Gin's failure.
