I had the same problem when I made my first ever (and for now last) crochet hat. It turned more into a beret, and I never really figured out why. It was a nice beret though! Good luck! :)
This makes me feel a LITTLE better, it probably shouldn't. I apologise. I think this would be a cute beret, I prefer those hats, but sadly this is a gift for a guy. I have a feeling he would not appreciate a cute hat the same way I would.

Have you started the rows that aren’t increased yet? Usually it’s like that until you start the bit that’s just a repeat of previous rows and then it starts to take shape. That’s what I’ve found with hats. If it’s not that then I have no clue!

It looks to me like maybe you made the center too tight? it also may just be like Salentine said. :)
It had a handful of rows that were just DC'S around with no increases. I guess I am too impatient for my own good. I thought it was a matter of too many increases but I followed the pattern correctly (for once) I guess since I usually wing it and don't follow patterns I'm forgetting how stressful it is to have it not turn out the way it should. I could have also been more patient to see if it would have eventually taken shape. I really appreciate you guys helping me in my time or yarn stress!!
