they use random pics to show how they’re going to animate the shot. if you look at previous examples of concept art they always have random pictures to show where they are

we did see that scene, it was right before liam ordered for the pegasus sail to be opened so they could fly away from the attackers

but that was when they were still in the navy. here, in this concept art, killian is already a pirate.
