Delhi govt revokes nod to pvt school to hike fee

After granting sanction to Sanskriti School to raise its fees in three separate orders over seven months, the Delhi government Thursday announced that it will now revoke this permission due to irregularities in the school’s claims and the orders. In a press conference Thursday, Deputy Chief Minister Manish Sisodia stated that the school — one of the most prominent in Delhi — increased its fees by 83% in the last few months. Permissions for the fee increase had been granted by the Delhi government’s education department through three orders sanctioned in September 2019, December 2019, and March 2020. “I have observed that permissions for such a steep fee hike have been granted without approvals of Minister-in-charge, especially when no such permissions have been granted to other schools on account of available surpluses,” Sisodia wrote in a letter to the Director of Education. He also said in his letter that the decision was taken after examining complaints by a group of parents from the school, who alleged the “DoE has allowed fee increase in an arbitrary and illegal manner”. The school’s principal Richa Agnihotri did respond to calls or messages by The Indian Express. In an order issued in April and reiterated this month, the education department directed that no private school can charge fees under any head other than ‘tuition’ until they are physically open and that no increased tuition fee can be charged. प्राइवेट स्कूलों में फीस नियंत्रण के लिये राज्य सरकार बनाएगी नया एक्ट

शिक्षा मंत्री गोविंद सिंह डोटसरा ने कहा, अभिभावकों ने फीस पर नियंत्रण के लिये 50 से अधिक याचिकाएं दायर की है। न्यूजवेव @ जयपुर/कोटा राज्य में सभी प्राइवेट स्कूलों में निरंतर बढ़ती जा रही फीस पर राज्य सरकार ने चिंता जताते हुये जल्द ही नया फीस अधिनियम बनाने के संकेत दिये हैं। शिक्षा मंत्री गोविंद सिंह डोटसरा ने शिक्षा संकुल, जयपुर में राजस्थान ओपन स्कूल की कक्षा-12वीं का रिजल्ट घोषित करते हुये कहा कि 1 जून तक राज्य के सरकारी स्कूलों में 54 हजार शिक्षकों की भर्ती पूर्ण कर ली जाएगी। उन्होंने कहा कि पूर्व में भाजपा सरकार ने निजी शिक्षा संस्थानों को लाभ पहुंचाते हुये निरंतर बढ़ रही स्कूल फीस को नियंत्रित करने के लिये नया एक्ट बनाने जैसा कोई कदम नहीं उठाया। मुख्यमंत्री अशोक गहलोत ने पिछले कार्यकाल के दौरान निजी स्कूलों में फीस पर नियंत्रण के लिये फीस एक्ट बनाया था। इसे लागू करने से पहले भाजपा सरकार आने से एक्ट में बदलाव कर 2016 में इसके स्थान पर दूसरा कानून बनाया गया। तत्कालीन विधानसभा में हमने इसकी खामियों पर आपत्ति जताई थी। 2018 में राजस्थान हाईकोर्ट ने यह कहते हुये इस पर अस्थाई रोक लगा दी थी कि एक्ट के नियमानुसार सरकार किसी भी निजी शिक्षा संस्थान के विरूद्ध कोई कार्रवाई नहीं कर सकती है। शिक्षा मंत्री डोटसरा ने कहा कि वर्तमान सरकार के सामने जब यह स्थिति स्पष्ट हुई तो अटार्नी जनरल को इस मामले को देखने के लिये कहा गया है। राज्य सरकार ने अटार्नी जनरल को लिखा कि स्कूलों में बढती फीस के मुद्दे पर अभिभावकों द्वारा 50 से 60 याचिकाएं दायर की जा चुकी हैं। इसमें से एक याचिका में कहा गया है कि हाईकोर्ट इस कानून को वापस लेने पर अस्थाई रोक लगाए अथवा अंतिम निर्णय सुनाए। इससे हम एक सही फीस एक्ट बनाने के लिये कदम उठाएंगे। इस संबंध में सरकार एक विशेष याचिका (एसएलपी) दायर करने पर विचार कर रही है। याद दिला दें कि हाल ही में दिल्ली सरकार ने 575 प्राइवेट शिक्षा संस्थानों को अभिभावकों से ली गई अतिरिक्त फीस लौटाने के निर्देश दिये है। जो स्कूल या संस्थान इसका पालन नहीं करेंगे, सरकार उनके विरूद्ध कदम उठाएगी। Read the full article
