Oxnard, CA – Oxnard City Manager Greg Nyhoff is excited to announce the appointment of Scott Whitney as Oxnard’s newest Assistant City Manager. Mr. Whitney, 49, has worked for the Oxnard Police Department for 25 years and has served as an Assistant Chief of Police for the last nine years. He has had leadership and administrative responsibilities for all three bureaus within the Police Department and he recently served as Interim Assistant City Manager, from December 2014 to August 2015. Scott will begin serving as Assistant City Manager on October 10, 2015, with a base salary of $224,556.
“Scott is uniquely qualified for this position,” said Mr. Nyhoff. “Scott was instrumental in providing critical leadership during a time when the organization had multiple vacancies. He brings comprehensive experience in project management, community outreach, organizational development and municipal administration,” Nyhoff said. Scott has served in many different roles throughout his years of City government. He learned the value of community partnerships as one of the first officers assigned to the Colonia Police Storefront in 1992. As a Special Operation Commander, he collaborated on successful prevention, intervention, and enforcement strategies that led to significant reductions in violent crime.

Scott was one of the founding members of the countywide Crisis Intervention Team; a program designed to provide law enforcement with enhanced skills and de-escalation training when interacting with persons that are in a crisis and suffering from a mental illness. He also led a collaborative effort between law enforcement and several community leaders in creating a cultural proficiency training program for law enforcement. From overseeing the Special Weapons and Tactics (SWAT) Team to managing the Gang Violence Suppression Project and creating the Oxnard PRYDE Program, Scott has been at the forefront of public safety developments within the City.
He also works with many community-based organizations. Some of his past and present partnerships include: ex-officio director of the Oxnard Chamber of Commerce, advisory board member for the Ventura County Chapter of Parents of Murdered Children, Ventura County Leadership Academy steering committee, board member for Interface Children and Family Services, Ventura County Mental Health Advisory Board, executive committee member of the Ventura County Juvenile Detention Alternatives Initiative, and the executive steering committee for the Board of State and Community Relations. Scott also brings a diverse educational background. He obtained a master’s degree in Public Administration from California State University Northridge and a bachelor’s degree in Finance and Accounting from the University of Oregon.
