This bastard of a Screwhead is Neru Neru Niil. She was randomly chosen by the Screwheads to be their representative for Tallest Senf's new plan: To see how well Irkens, Vortians, Screwheads, Inquisitorians, Planet Jackers, Plims and Humans will cooperate, one of each species is chosen and send to planet Earth. Earth's representatives are the Membranes but not the originals. Over the roughly 200 years since Zim left Earth, Professor Membrane kept cloning his family so that he can continue his research, Gaz can continue to play video games and Dib can continue paranormal research. The reason why Earth is because that was Zim's "assigned" planet for the now canceled Operation Impending Doom 2 and Zim has been executed on live TV by Tallest Senf as a sign of trust towards the other "empires" like the Vortians and that nothing will go wrong during their time as Tallest.

Tallest Senf's plan is one of intergalactic cooperation and peace, inspired by Professor Membrane's World Peace Day plan. The Screwheads though are having None Of That. They don't trust the new Irken leader and have made their own plan. Neru Neru Niil is the one who has to execute the plan: Make everyone in their little group on Earth not get along until it escalates into an intergalactic was.

Screwheads are not nice. They are trouble makers and everything they do will have big consequences for everyone later on. And Neru Neru Niil is the worst. She is a sweet talking bastard who is not afraid to hurt people, physically and mentally. If you see her smile, she's not being nice. She's showing you her very long teeth to threaten you and to show who's the boss here.
